Corridor Access Requests (CAR)

When work is required within the road corridor, a Corridor Access Request (CAR) must be submitted to the relevant Corridor Manager.

The relevant Corridor Manager may be the local councilor or Waka Kotahi -New Zealand Transport Agency (NZTA).

Westpower can prepare and submit a CAR on behalf of Electrical Contractors and their customer, as part of the Customer Initiated Work Request (CIWR) process.
To ensure clarity around responsibilities, and compliance obligations, a number of conditions apply whenever a CIWR requires a CAR.

Conditions of Approval for CARs

  1. Electrical Contractor Responsibility for Code Compliance
    All works undertaken under an approved CAR (Works Access Permit (WAP)) must comply with the current National Code of Practice for Utility Operators’ Access to Transport Corridors (Code). The current Code can be found here National Code - approved ver 3 Oct 2024.docx
    Accordingly, the Electrical Contractor must comply with all obligations as if they were the “Utility Operator”.
    For clarity, Westpower’s involvement in preparing or submitting a CAR does not transfer any Utility Operator obligations to Westpower, and does not reduce or limit the Electrical Contractor’s responsibilities under the Code.
  2. Indemnity for Non‑Compliance or Defective Work
    The Electrical Contractor indemnifies Westpower, against all losses, liabilities, damages, expenses and costs (including legal costs), incurred or suffered by Westpower as a result of, or in connection with any remedial action, repair, or maintenance works required to be undertaken by Westpower under the Code, or any other non-compliance by the Electrical Contractor with the Code in respect of the works subject to the CAR.
    For clarity, the Electrical Contractor is fully responsible for all warranty obligations imposed under the Code, including the mandatory two year warranty period for reinstatement and any subsequent corrective actions required by the Corridor Manager, regardless of Westpower’s role in preparing or submitting the CAR.
  3. Acceptance of Conditions
    Westpower requires the Electrical Contractor to confirm acceptance of these Conditions of Approval in writing, before the CAR application is submitted. CAR processing will not commence until confirmation, has been received.
